What steps will reproduce the problem?
1."Create New Project" in gerrit UI, enter a name
2. check "Create initial empty commit"
3. inspect the committer on the initial commit (use git log)

What is the expected output? What do you see instead?
The initial commit's commiter should be the same as the author.
Instead, we see the committer's name to be "gerrit2@localhost" which happens to be the user running the Gerrit process.

This is intended. Commits which are created by Gerrit, use the Gerrit server identity as committer.
