Right now on Gerrit page of change the Topic can be Edited only by Author. Please provide facility wherein anyone or at least reviewers can edit the Topic.

Edit option is only visible to Author and Admins. How can we make it visible for everyone?

Are you administrator of this Gerrit server? The 'All-Projects' project might not be visible to non-administrators.

Okay, sorry for the confusion then. I thought you wanted to configure it globally. You can still assign this permission on project-level. So if you are owner of your project, you can assign the 'Edit Topic Name' permission [1] in the access section of that project.
