All members in the administrators groups can NOT access All-Projects, but all other members works well with other projects. I tried webUI, SSH git command, SSH gerrit command, to config the All-Projects, but all failed. I am worried that the read permission for the Administrator Group of the All-Projects is removed. Is there any way to fix it?

Looks like your 'Administrator' group doesn't have the 'Administrate Server' capability [1] assigned. This is the capability that makes you an admin. It must be assigned in the 'project.config' file in the 'refs/meta/config' of the 'All-Projects' project:

administrateServer = group Administrators
In addition a mapping of the 'Administrators' group to its UUID must be contained in the 'groups' file in the 'refs/meta/config' of the 'All-Projects' project:
# UUID Group Name

It is important that you have the correct UUID here that matches the UUID of your 'Administrators' group. You can look it up it the database.

Thank you very much. It works. I can get the info that Admin group may lost the "Administrate Server" capability. And your answers about where to get the Groups and Projects.config files are very useful and relevant to me.
