I configured gerrit to use a smtp serveur without security enabled.
We have 2 users registered to our gerrit installation.
The first user has added project Test to the starred projects with restriction to branch master) and every possible notifications is checked.
The second one commit something on the branch master of project Test.

No notification are sent to the first user.

Finally I found the problem. It was a postfix / mail provider problem.
A mail, to be sent, must have an existing 'from' email address.
So, I use the from entry in the [sendemail] part of the conf file to set this email address.

We can close this bug report ...
Maybe you can add something in the doc.
And, by the way, clean up the from = 'CodeReview' <'review'@'example.com'> in the documentation, this entry doesn't work. This one is better: from = 'CodeReview' <'review@example.com'>
