If we are using an embedded H2 database underneath of Gerrit there is no way to perform administrative queries against the same database without shutting down the Gerrit daemon process first. We should expose a query tool over SSH so administrators can login over SSH and issue database queries against their embedded H2 instance, and not need to halt the Gerrit instance first. Likewise, even using H2 when no daemon is running is somewhat difficult on the command line. We should make starting a command line query tool against a non-running server easier by making it part of our command set.
