Affected Version: master

What steps will reproduce the problem?
1. Open a change
2.
3.

What is the expected output? What do you see instead?

Sometimes the revision actions (rebase, submit, cherry pick) are not shown.

Please provide any additional information below.

Possibly a regression caused by the recently merged "submitWholeTopic" changes.

I could reproduce the issue after hitting F5 for minutes. I have added some printf debugging printing to the console. see http://imgur.com/Z4LnCbI
One page load starts with loadChangeInfo and then the rest of the function is called with call backs. The last page load contains the problematic issue (no cherry pick shown though expected.) The page load before was a good one.

So good is:
loadChangeInfo
loadConfigInfo
loadRevisionInfo
renderChangeInfo
"calling renderRevisionInfo with empty for init below"
renderRevisionInfo 0 // the digit is the number of elements in the argument to it
renderRevisionInfo 1

The bad is
loadChangeInfo
loadConfigInfo
loadRevisionInfo
renderRevisionInfo 1
renderChangeInfo
"calling renderRevisionInfo with empty for init below"
"renderRevisionInfo 0"
