What steps will reproduce the problem?
1. set up replication to a host and set 'receivepack' and/or 'uploadpack'
to a non-existent file

What is the expected output?
no expected output

What do you see instead?
2009-10-17 22:13:23,880::ERROR: com.google.gerrit.git.PushReplication  -
Cannot replicate to <user>@host.example.com:/mirror/repo.git; repository
not found

Not an application bug, but the error reporting could be improved.

When the remote command failed we got no output, no output is similar to the case of 
where the command ran, but didn't find a git repository there (it just exits with no 
output at all).  So we mistook it for the same result.

We probably should also look at the exit status, and use that to modify the error 
here.  Unfortunately this is likely an issue inside of JGit and not Gerrit.

Fixed by upgrading JGit in change Icb6252fa549a1814c0334332750552d531fdc0bf
to 0.5.1.140-g660fd39.
