1. git commit –allow-empty -m "test empty commit" && git push origin HEAD:refs/for/master
2. submit that commit in Web interface

The commit is submitted.

Error occurs:
Code Review - Error
The change could not be merged due to a path conflict.
Please rebase the change locally and upload the rebased commit for review.

Nothing interesting happens in error_log.
