Affected Version: v2.10-rc0-792-g2e82f2f

What steps will reproduce the problem?
1. git commit --allow-empty -m "empty commit" && git push origin HEAD:refs/for/master
2. Get your commit reviewed, then submit

What is the expected output?
The empty commit should show up in the master branch.

What do you see instead?
The change will be stuck in state "Submitted, Merge Pending" until you abandon this change.

Please provide any additional information below.
Please clarify if this is a deliberate design decision (no empty commits allowed in gerrit), or if this is an undesired behavior.

Just tested again, could not reproduce.
