Affected Version:2.9.1

What steps will reproduce the problem?
1. push a serie of 3 patchs (p1, p2, p3)
2. re-push 2 times this serie to get 3 patchsets per patch.
3. go to on p1 page and rebase p1 from gerrit
4. on "Related Changes" the url of p2 or p3 lead to patchset number 1 (git.url/r/#/c/1002/1)

What is the expected output? What do you see instead?

The expected output is a link to go on last p2 or p3 patchset page.

Instead, the link leads to patchset 1. Selecting the last patchset is required to rebase p2 and p3.
