What steps will reproduce the problem?
1. Visit http://gerrit-releases.storage.googleapis.com/index.html
2. Click 2.1.3.1 'Release Notes'.

What is the expected output? What do you see instead?

Expected: release notes for that release
Actual:

<Error>
<Code>NoSuchKey</Code>
<Message>The specified key does not exist.</Message>
</Error>

The JS currently assumes release notes exist for all releases. Those release notes really just don't exist, and it's unlikely someone is going to go back and write them (though if you want to, be my guest :).

We can probably fix the JS to actually list the ReleaseNotes directory rather than just transforming the release number.

Also FYI anybody can change the HTML (subject to normal code review). It's website/releases/index.html in the core Gerrit repo.
