Affected Version: master

What steps will reproduce the problem?
1. install latest master
2. configure to run on http on port 8088
config file:
[gerrit]
        basePath = git
        canonicalWebUrl = http://xxx.xxx.xxx:8088/
[sshd]
        listenAddress = *:29418
[httpd]
        listenUrl = http://xxx.xxx.xxx:8088/

3. start with port 8080 used by another programm

What is the expected output? What do you see instead?

gerrit should start

instead:
[2014-09-12 11:04:51,008] WARN  org.eclipse.jetty.util.component.AbstractLifeCycle : FAILED ServerConnector@153c2c5{HTTP/1.1}{0.0.0.0:8080}: java.net.BindException: Port already in use

Notice that gerrit tries to bin to port 8080 instead of 8088
Please provide any additional information below.

This works for me:

[gerrit]
        basePath = git
        canonicalWebUrl = http://xx.xx.net:8088/

[httpd]
        listenUrl = http://*:8088/

It binds to 8088 as expected.
