Without ability to block permission inheritance, I have to remove default permission that suit most of the projects and copy them to per-project settings. If individual projects could block the inherited permissions from "-- All Projects --", it would make it easier to use "--All Projects--" to inherit the permissions into the majority of the projects, while special projects can block inheritance and implement custom permissions.

Fixed by Iac514de89e24b470339ea53065f8b470de68ab75 With Iac514 applied, you can put no permissions into -- All Projects --, and create dummy projects that provide different blocks of permissions. When you want to inherit permissions, use one of those other dummy projects as the parent. When you want to inherit nothing, leave the parent the default All Projects.
