What steps will reproduce the problem?
1. From my local cloned openstack/barbican repo...
2. git tag -s '2014.2.b1'
3. git push gerrit '2014.2.b1'  (so trying to perform a release of Barbican for Juno M1)


What is the expected output? What do you see instead?

Expect to see the tag get uploaded. Instead I see:

Total 4741 (delta 3159), reused 3123 (delta 2008)

Please provide any additional information below.

The barbican repository was recently moved to the openstack org from the stackforge one, so I suspect that my permissions (john-wood-w in Launchpad) need to be adjusted.  

I'd like to request admin privileges for openstack/barbican.

Wrong issue tracker. This is Gerrit Code Review issue tracker. What you are describing has nothing to do with Gerrit.

Try LaunchPad for OpenStack or poke openstack infra guys on freenode #openstack-infra channel.
