Environment: linux, jetty, apache

My LDAP server returns uid in upper case.  We always use our login ids in
lower case and making the switch to LDAP will break ssh authentication into
gerrit.  There should be a config option to crush case of
ldap.accountSshUserName for people that need it.

I currently have a workaround by using a Pg trigger to always lower the case
of ssh_user_name.
