JIRA has a little quick search box in the top corner of every page, making it
easy to jump around.  Users sometimes write "see change X" in a comment
message.  We should have a quick search box that at least accepts a change id
and can jump directly to that change, or a git commit SHA-1 and jump to the
change that uses that commit as a patch set.
