What steps will reproduce the problem?
Give Rebase permission for Group_1.

What is the expected output? What do you see instead?
Members of the group should have Rebase permissions but they receive error: Invalid author on rebasing. (Rebase button on Change Screen).

Please provide any additional information below.
To allow Rebase, we should provide not only Rebase permission but Forge Author/Committer also. It's not a way we'd like to work, because it allows to push commits from other names for guys, who should have Rebase permissions.

It seems as if the Rebase button is not just bound to the Rebase permission but has dependencies to other permissions as well. Namely, we have seen dependencies to Submit (no idea why)and Forge Committer (although the rebased commit belongs to the guy who pressed the button) permissions. It would be great to get a precise definition under which conditions the rebase button appears and when pressing it will actually rebase changes.
