What steps will reproduce the problem?
1. Open a commit, e.g. https://gerrit.wikimedia.org/r/#/c/116914/2/languages/classes/LanguageUz.php,cm
2. Try to publish an inline comment

As with the old change screen, to publish inline comments I need a cover message. Instead of going to the bottom, I have to reach back to the top. I guess that so far it's just a matter of habit, the old way was equally confusing initially.

However, when I click "Reply" there is no indication whatsoever that I'm also publishing inline comments, let alone an option to re-read and edit them. This means that by randomly clicking buttons I would never find out that "Reply" is the correct one.

The draft line comments that are going to be published are now shown in the reply box.
