What steps will reproduce the problem?

What is the expected output? What do you see instead?
I have a commit-msg file in .git/hooks, and I can see the change-id in local logs. But the server reject my push with info "missing change-id"

Please provide any additional information below.
We use Gerrit in our team development. This problem happens several times. While the system works well in the last push, this problem comes with no sign. I tried to delete the commit-msg file, then download the file again. It did not work. We must re-init the git to solve this problem.

Please confirm the version of Gerrit.

Also, note that if you're pushing an existing git that has commits not present in Gerrit, it will also try to accept those commits for review (not only the new commit that you're adding on top).
