What steps will reproduce the problem?
1. Use gerrit 2.8.1 to review a file in a patch set in side-by-side diff view
2. Review all the changes in the file, scrolling down as you go
3. Try to navigate backward to the previous file in the patch-set diff, and find you have to go back to the top of the page and click on the correct single tiny image in the top right to navigate.

What is the expected output? What do you see instead?

Previous Gerrit versions provided
* back and forward links separately on the intuitive sides of the screen (where they are harder to misclick),
* the image links accompany a name link for the file to which they go,
* links can be found at the bottom of the file as well as the top, and
* overall more screen real estate for clicking to navigate correctly (e.g. reviewing code on a tablet without the keyboard shortcuts accessible, or when using the mouse)

These were all useful UI elements. I don't yet see any comparable UI advantage to a cluster of three image links in the top right only.
