Add a command to list registered users (via command line and via the gui).
Today, this is extremely awful to list registered users. We must enter a sql query to get this list.
This command is not implemented in gerrit-2.8.1.

It might be better to add this functionality in the admin console plugin [1]

Why not.
By the way, a command to remove a registered user should be nice too.
Today it's not possible. And once a user is created, it's not possible to change it's username, if you switch from openid registration to ldap, it's also a mess.

An ssh command to list users is added with this change [1] on the admin-console plugin.

@david, was wondering if you had any strong feelings whether this feature should stay in the admin-console plugin?  It seems more consistent if to move this into core gerrit because I think it makes sense for ls-members command [1] to list members of any group, even a virtual group like 'registered users' or 'project owner'

I just noticed, on master, that the ls-groups command no longer lists virtual groups.  I'm not sure if this was on purpose, but if it is then I guess extending ls-members command to list members in virtual groups no longer make sense?
