If we change Gerrit.css to be loaded by Google Web Toolkit Incubator's
CssResource model rather than the default GWT injection, our CSS will be
hashed and marked indefinitely cacheable by browsers and edge proxies.  We
also avoid any problems about clients getting stale CSS when the site is
updated.

We now use gerrit$N.cache.css to implement this on our own.  It would be nice
to use something more integrated with GWT and its compiler, but I think we
should just defer until GWT has this standard.
