Not sure we can help with this, you better contact the administrator of the review.cyanogenmod.org Gerrit server. In a worst case it should be possible to verify your email by updating the corresponding flag in the Gerrit database.

arguably, the last section of RFC 1738 implies that unencoded equal signs are not permitted in http urls, so outlook (and whatever other MUAs) isn't strictly misbehaving when it chops off the trailing equal signs. therefore i think the issue is in fact valid. that notwithstanding, outlook is a reality in many corporate envionments, so knowingly producing data which screws over its users isn't very pragmatic.
