Affected Version: master

What steps will reproduce the problem?
1. Push a change for review
2. Push again without changing anything
3.

As expected the push fails with "no changes made".

However, the output also includes an "Updated Changes" list.  Since the change has not actually been updated, it should not be listed here.


$ git push origin HEAD:refs/for/master
