Affected Version: 2.7

What steps will reproduce the problem?
1. Upgrade 2.5.6 to 2.7
2. Open a change existing before the upgrade or a change created after the upgrade
3.

What is the expected output? What do you see instead?
I expect to see the change details, but see an error message instead:
"The page you requested was not found, or you do not have permission to view this page."

Please provide any additional information below.
 - logs/error_log does not show any relevant info
 - the browser console log states "GET https://server/r/projects/My%2FProject%2FName/config 404 (Not Found) "
 - I do have a reverse proxy setup
 - For this upgrade a new server was set up. JRE was updated from 1.6 to 1.7

My bad, should have RTFM. Adding "AllowEncodedSlashes On" to vhost config in apache solved the issue.

I encountered same issue after upgrade to 2.7. The config need add not only the "AllowEncodedSlashes On" but also the nocanon in the "ProxyPass .. nocanon" config.
