What steps will reproduce the problem?
1. Configure your gerrit to use OpenID authentication
2. Click the "Sign In" link on any page.

What is the expected output? What do you see instead?

You should see a page that prompts you to sign in via OpenID. This page should be styled consistently with the other pages in gerrit. You do see that page, but it lacks proper styling, in a way that looks as if the CSS for the page is broken or missing. The text falls back to the browser default size, color, font, and alignment. The page background is plain white.

Please provide any additional information below.

In gerrit 2.5, OpenID sign-in was done via a "popover" which appeared over the rest of the page and was properly styled. In gerrit 2.6.1, it appears on its own page, without proper styling. Most likely the contents of the popover were simply moved to their own page, but were dependent upon the styling that was loaded for the container page. Now that it's missing, the login page is completely unstyled.

For comparison, I have attached screenshots of the gerrit 1.5 OpenID login "popover" and the gerrit 1.6 OpenID login page.
