Affected Version: 2.5.1

What steps will reproduce the problem?
1. ldap integration in gerrit
2. then create one gerrit local account test1 with 'create-account'
3. update full name for test1 with 'set-account' command.

What is the expected output? What do you see instead?

It should update the full name successfully, while it report below message:
The realm doesn't allow editing names

Here is my gerrit.config for ldap section:
[ldap]
        server = ldaps://xxx
        username = uid=xxxxx,OU=users,OU=Internal,O=xxx
        accountPattern = uid=${username}
        accountSshUserName = ${uid.toLowerCase}
        accountBase = O=ericsson
        groupBase = OU=groups,OU=Internal,O=xxx

I have seen the same error when using HTTP authentication.

A workaround for me was to add the --active to the set-account request.
