In my Gerrit settings I'm signed up to get email notification for
"Submitted Changes" in a bunch of projects.
But in addition to actual submissions, I also get the corresponding
"FAILED to submit" messages when there was a conflict, like this one:

Could these please be sent only to the submitter (or maybe submitter +
reviewers), rather than everybody who's watching for submitted changes?
