The built in SSHD should support either /etc/motd or a locally specified file for the message of the day.

This is required by many businesses IT policies.

It should pick up changes to this file immediately when they change (i.e., it should not be cached or it should expire on changes to the file).

This should be possible now, upstream Apache SSHD has MOTD support.

Do you have a link to the docs or the bug for that? I don't see any MOTD or issue support in Apache SSHD...

Though to be honest, MOTD support is *after* login, so that would be entirely in Gerrit's control.  Issue support is before login and probably would require org.apache.sshd support.

Looking at the source (I'm no Java person):

Couldn't we add it in SshCommand.start() iff a tty is attached?

Cool. I wonder when the next Apache.SSHD release is? The released version doesn't have the welcome banner stuff yet.
