What steps will reproduce the problem?
1. I try to restart gerrit "~/gerrit/bin/gerrit.sh restart"
2. but server tell me follow info

gerrit2/gerrit/bin/gerrit.sh restart
Stopping Gerrit Code Review: OK
Starting Gerrit Code Review: FAILED
************************************************************
3.I opened error_log info tell me 
************************************************************
 com.google.gerrit.server.git.PushReplication : Empty /xxxx/gerrit/etc/replication.config; not replicating

What is the expected output? What do you see instead?

I expected output: restart ok
instead  output : FAILED
Please provide any additional information below.

You have the replication plugin installed, but did not put any configuration in the replication.config file

Either remove the replication plugin, or add configuration.  The documentation can be found here:

https://gerrit.googlesource.com/plugins/replication/+/master/src/main/resources/Documentation/config.md

So , I read this document , But I can't find remove this plugin way. Can you tell me how to remove it ? 3Q

Remove the plugin's JAR file from the plugins folder in the Gerrit installation.

Ah, wait, if this is 2.2.1 it doesn't have plugins.  In that case you need to add the proper configuration in replication.config file.
