What steps will reproduce the problem?
1. Start git by https://gerrit.googlesource.com/gerrit/+/stable-2.5/Documentation/install-quick.txt
2. Create administrator account for my email
3. Change httpd.listenUrl (just port)
4. Trying signIn by the same email new account was created

What is the expected output? What do you see instead?
login on existed account

This is how some OpenID providers work - they assign a different User ID to different URLs (including just a port change).  This is not something we can change, unfortunately.
