Upload a change to refs/drafts/* 2. On the change's page in the web UI, publish the change What is the expected output? What do you see instead? When the change is uploaded as a draft, a `patchset-created` event is sent to the event stream. However this is only visible to the change owner. When the draft is published, no event is sent to the event stream. The result is that any user or third party tool/script relying on the event stream to detect new changes will miss any changes that are first uploaded as draft. Please provide any additional information below. N/A
