Figured I could elaborate a bit since this is from our Gerrit install

Affected Version: 2.3

What steps will reproduce the problem?
1. Go to your Contact Information
2. Click "register new e-mail"
3. Input e-mail and press submit

What is the expected output? What do you see instead?
The "an e-mail has been sent to <foo> for your confirmation" message, along with a message in said inbox

Please provide any additional information below.
1. Our auth is LDAP, don't know if that makes a difference.
2. Haven't been able to replicate locally on 2.4 or master using DEVELOPMENT_BECOME_ANY_ACCOUNT
3. This started showing up sometime after upgrading our production site from 2.2->2.3.

I have this issue under 2.4.1 and 2.4.2. I can reproduce the issue with the same steps as mentioned above. The issue appeared suddenly and I cannot tell what might have caused it, as I did not apply any mentionable changes to the server configuration. Reinstallation of Gerrit and trying with a new database did not fix it.

Configuration:
FreeBSD 9.0
Gerrit running in Tomcat
Gerrit Version: 2.4.1 & 2.4.2
auth: LDAP and HTTP_LDAP, but changing the auth didn't fix it

Can verify that in your etc/secure.config [1] file the parameter 'auth.registerEmailPrivateKey' is set?

Thank you very much. There was a file access problem, the gerrit user was unable to read the secure.config file. Problem fixed.
