What steps will reproduce the problem?
1. one has some commits in master
2. create branch 'xxx'
3. merge some changes into xxx (by pushing to refs/for/xxx and submitting patches)
4. git fetch
5. git checkout -b xxx origin/xxx
6. git commit  some changes on xxx
7. git push origin HEAD:refs/for/master
8. submit your change in gerrit

What is the expected output? What do you see instead?
gerrit merges branch xxx into master instead of applying only one patch set
