Affected Version: What steps will reproduce the problem? 1. Push a new change to refs/for/master 2. Mark the change -1 3. Push the change, with the same change Id as step 1, to some other ref (refs/heads/sandbox/user/testing, for example - a user sandbox). The expected output should probably be the abandonment of the change. Instead email is sent as if the change was accepted to master, which lists the branch of the commit as master, and the change appears in the list of merged change, though the change actually placed in the correct (non-master) branch.
