What steps will reproduce the problem?

What is the expected output? What do you see instead?

Expected to get some feedback as to why the agreement is still pending
but is also marked "accepted.

This is a quirk. We don't actually complete the applied corporate agreements. We used to a long time ago. Now its handled by group membership and the account level application is basically just wasted database records.

I plan to refactor how Gerrit stores CLAs in the coming months, and may remove these stuck pending agreements  when that refactoring goes live.

In the meantime, it sounds like you also have an accepted agreement through a group you belong to, so I am closing this bug because you should be able to upload changes with the group based agreement.

Did you send the paperwork in to the cla-submissions email address?

I do not recall, after 2.5 years which paperwork was found, and a search revealed no paperwork.  I could resend something.  Given that it says, "Oct 14, 2009 3:34 PM" under accepted, I would assume that in fact I sent it.
So, tell me what I should do at this time.

We just pushed an updated server binary that should correct the CLA errors.
