Often one has to post a simple comment (e.g. clarification on an issue raised by a reviewer) on the change page without the intention of reviewing at all. 

It would be very useful to allow an easier way to post simple non-review comments to the changes and in the case of the these simple comments:
- allow editing (for correcting typos, adding more details to an explanation so that the information stays where it belongs in the comment thread); 
- allow quoting of another comment.

One solution could be to add a separate "Comment" button which implies no review so the "Verified" and "Code Review" sections with the radio buttons on the "Publish Comments" page could be completely hidden.

Additionally, based for novice gerrit users just wanting to ask/supply information on the commit without reviewing it is quite confusing to have to click "Reply" to post a comment.
