The All, Unclaimed Changes menu item does nothing.

It should show all unclaimed changes, broken out by project, ignoring the
user's "watched project " list.

An unclaimed change is one that has not had a review published on it by a user
who has max code review permission on the project.  This prevents contributors
(aka everyone else) from accidentally sniping changes away from users who
actually have the knowledge to properly review a change.

The menu item mentioned here hasn't been present in almost a year.  Nobody is using
this trick for their workflow.  Eventually stronger query support will let users get
the same sort of functionality for free.
