What steps will reproduce the problem?
1. Open a CL with multiple patch sets and multiple files
2. Open the first file in the set
3. Click "patch sets"
4. Change "Old Version" to something other than 'base'
5. Type ']' to view next file

What is the expected output? What do you see instead?

On the second file, we are still showing a non-default comparison, but you've now hidden the patch set controls, so I have no reminder that anything is non-standard.  I also no longer have the helpful "n comments" reminder.

I would really like you to keep this display on-screen any time we in in a non-base condition and navigate from file-to-file.

Please provide any additional information below.
