Source: JIRA GERRIT-1

The current Gerrit system requires the CLA to be signed for contributing to
any project.  The kernel doesn't require this, but instead goes by typical git
signed-off-by rules.

Per-project the CLA can be opt-out in Gerrit2.  No web UI, but:

  UPDATE projects SET use_contributor_agreement = 'N' WHERE name LIKE 'kernel/
%';
