Affected Version: 2.10.6

What steps will reproduce the problem?
1. Type a common name in your instance (preferably with a few thousand users) as quickly as possible -- i.e. "Smith"

What is the expected output? What do you see instead?
Would expect users with "Smith" in their name to show up.  Instead, sometimes names beginning with "S" (or some other earlier substring of the name) are returned as the results come back asynchronously.

Please provide any additional information below.
This looks like a design limitation in the current API, but it'd be nice if the query had a token (or at least extra field) that indicated the original query this response represents.  Otherwise, the web UI gets confused and displays the wrong response when they come back out of order.
