This should be based on the other approval rules stuff that issue 288 hopes to provide.

This issue hasn't been revisited in quite a while. Super issue 288 , which it is blocked on, doesn't seem to have any traction and has minor priority (whereas this issue has major priority). Is there any interest in this feature as a one-off instead of waiting for super feature 288?

No, we aren't going to do a one-off for this. I am currently working on issue 971 , which issue 288 depends on, and hope to have it completed "real soon now".

Can be done with the prolog rule engine and prolog cookbook has examples how to do this. (Ex 8)
