What steps will reproduce the problem?
1. Go to a change screen for an open change, especially with blue CodeReview+x option
2. Narrow the width of your browser window.

What is the expected output? What do you see instead?
The buttons should slide left in the empty space to their left. The right hand buttons should never overlap them; and should just be clipped by the narrow browser window, allowing the user to scroll the page to see them.

What actually happens is that the reply and short-cut "+x" buttons do not push left; and are hidden under the patch sets / downloads drop menus. Sometimes the blue shortcut buttons wrap to the line below, but the reply button does not. We have a lot of users who have small monitors and this is very painful for them. For now they use the keyboard "a" shortcut to open the reply window manually, but it is not ideal.

Please provide any additional information below.
