Reported by volker.m...@gmail.com, Feb 23, 2015
Affected Version: 2.10

What steps will reproduce the problem?
1. curl --silent -X GET 'https://gerrit-review.googlesource.com/changes/gerrit~master~I2814434bdc5fb0e147d96b18b55163ec25164566/revisions/1b404f7e59c36be56e0cd11132adfb8940ebc38e/review'|grep value

What is the expected output? What do you see instead?

The expected out put is that this revision [1] contains one +1 Code-Review and one +1 Verified vote. But it contains a +2 Code-Review and a +1 Verified vote. I suspect it uses the information from the latest revision (that would match in the given example).

AFAIK the labels are not stored per revision but per change, so if that's the case it will be using the values from the latest revision and this is the expected behaviour.
