What steps will reproduce the problem?
1. Create a new project and check "Create initial empty commit" or
   use Gerrit to merge something such that a merge commit exists.

What is the expected output? What do you see instead?
These commits do not have a change ID. I would rather see automatically assigned change IDs for these commits. 

Please provide any additional information below.
Automcatically generated commits having change IDs makes sure that all commits in the history have change IDs, so importing a repository to a new Gerrit instance becomes easier for users.
