Hi,

First of all, I would like to state that in our company we're very happy with gerrit and we're using it every day. This is my first feature request here, so I'm not sure if everything is included in order to be a good feature request. Also, I couldn't find a similar issue when searching, so maybe I haven't used the right search keywords - in which case, I'm sorry.

In our team we've set a rule for ourselves to not merge own change requests/patchsets. This is working very well, except for when we have other people interacting with the same system, and people who are trying to 'cheat' by quickly merging their own changes a couple of times. 

So my feature request would be the following:
I would like to be able on a project level basis select if patchset owners are able to submit the request themselves.

Looking forward to your opinion(s) or thoughts if this is something that belongs in this project.

You may configure a submit rule [1] that prevents authors to approve their own changes, see [2].
