Affected Version: 2.8.3 (and prior)

What steps will reproduce the problem?
1. Assign reviewers to a commit via set-reviewers command (e.g. from Jenkins)

What is the expected output? What do you see instead?

I would expect that any new reviewer gets an e-mail about the change.
Instead only the author gets an e-mail (as cc). To field is empty

Please provide any additional information below.

For the reviewers that are expected to review a change, it is frustrating that you cannot rely on being notified when there is work for you. This means that you will have to poll the Gerrit UI every now and then.

Facing the same issue, when author sends set-reviewers command, new Reviewer get an email.
But when another account sends it, no email to Reviewer...strange)))
