Summary: use standard-size font & size for buttons instead of webkit-small-control.

Longer version: since the gerrit UI revamp, the gerrit UI uses buttons that are smaller than what they should be for me on Chrome / Windows.

The small controls are actually hard to click and honestly the vertical space gain is minimal compared to the inconvenience.

Typically affected buttons: Edit Message, Reply, Add (reviewer), Cherry Pick, Rebase, Merger, Abandon, etc.

Looking at the CSS computed style, ChangeScreen2-headerButtons button shows a height:10px and font:-webkit-small-control. The normal value should be 20px. This seem to be inherited from a "font-size:small" defined on the body (as far as I can see from the cached gwt css in the chrome element inspector.)
