What steps will reproduce the problem?
1. Generate an SSH public key with a command prefix (e.g. command="/sbin/nologin",no-port-forwarding,no-X11-forwarding,no-agent-forwarding,no-pty ssh-rsa ... )
2. Try attaching key to account via Gerrit settings on web

What is the expected output? What do you see instead?

Expected: Key attaches to account.
Actual: Gerrit returns error stating 'invalid public key'.

Please provide any additional information below.
