What steps will reproduce the problem?
1. Register a new email address
2. Open confirmation email in Outlook
3. Click on confirmation link
4. Trailing equals character is excluded so email confirmation fails

What is the expected output? What do you see instead?
Expected output is a working link. When an = character is at the end of the link, Outlook excludes the = character from the URL when the user clicks.

Please provide any additional information below.
This doesn't affect all confirmation links, but a large percentage do have the trailing = character and cause confusion for users. Workaround is to copy entire URL and paste into browser address bar, but explaining this to all new users is difficult.
